The only chunks that are loaded are the chunk that the actual quarry block is in and the current chunk that the quarry is mining and it still mines the area similar to a BC quarry..ame and all.

The lowest the power must be at is 5 RF/tick (it may be lower, hasn't been tested). The Quarry doesn't have an upper limit of power input, although the Quarry is much less efficient at higher power.
